Bid Writing for Construction Contractor

This case study outlines how CBC expert Bid Consultants helped a Prime Contractor successfully enter Public Sector tendering

Client: Construction Company

Client's employer industry: Local County Council

Client contract: Construction of Residential Housing Development

Contract value: €3.5 million

 

Scope of works:

In August 2019, CBC was approached by prime contractor who wanted to submit a bid for the construction of a housing development to their local County Council.  Although the Contractor was well established and had all the relevant construction and quality system accreditations, they had no experience of Public Sector tendering and required an experienced Bid Manager to write and develop each technical response and to manage the overall tender submission.

 

The first step in the process was to ensure the contractor met the mandatory elements of the bid.  This involved the Bid Consultant analysing the Pass/Fail requirements of the Tender and discussing these with the client to ensure they would be able to submit a compliant Bid.

The next step was to project manage the various elements of the tender and assign tasks with deadlines.  As this was the Client’s first Public Sector Tender, we spoke to the various team members to construct their CV’s and to ensure their considerable experience was demonstrated.  We also worked with the Client to select the best projects to develop as Case Studies, ensuring they were of similar complexity and scale, while demonstrating the quality of their workmanship and breadth of experience.

 

Each tender section required the Client to demonstrate their knowledge of building regulations and how they operated to extremely high health and safety standards, in line with, and exceeding requirements.  CBC worked with the MD to extract this information, with the minimum disruption to his daily workload.  We created tables, flowcharts and infographics to support the bid and illustrate operational and system processes, delivery team structures, and how information and the programme is managed during the contract. 

 

During the course of the tender preparation, we were able to advise the client on different systems they could use, which would not only achieve higher marking in their submission, but ultimately enhance the day to day operation of their business. The final submission was a high quality document which reflected the true professionalism and quality workmanship of the contractor.

 

Added value:

By ensuring each response was written to the highest quality, we developed a tender library for the client who was able to reuse the responses to populate future bids. The system recommendations provided during the first tender project, continue to be used by the client to streamline their internal processes. CBC continues to provide bid management and bid writing support to this client and assists them in their Bid/No Bid decisions.
